Matter Health Announces Addition of Three Executive Leaders to Support Continued Growth and National Expansion

Matter Health today announced the addition of three executives to its growing leadership team: Robert Machen as Chief Operating Officer, Sharon Herrick as General Counsel, and B.J. Vaughn as Chief Human Resources Officer. The appointments come during a period of significant investment and expansion for Matter Health, which – through its clinical affiliates – delivers comprehensive, home-based care to dual-eligible Medicare-Medicaid members living in affordable housing communities. In 2026, the company will continue expanding access to home-based care across Tennessee, with plans to enter additional states later in the year and in 2027.

“As Matter Health continues to grow, we are building a leadership team capable of nationally scaling our mission while staying deeply connected to the people we serve,” said Michael Scarbrough, CEO of Matter Health. “Robert, Sharon, and B.J. each bring extraordinary experience in healthcare, operations, legal strategy, and organizational leadership. Just as importantly, they share our belief that older adults living in affordable housing deserve access to high-quality care delivered with dignity. There is no other company in the country doing what Matter Health is doing, and these leaders will help us continue expanding our impact.”

Robert Machen, Chief Operating Officer

Robert Machen joins Matter Health as Chief Operating Officer, bringing decades of executive leadership experience spanning healthcare operations, technology, and organizational transformation. Most recently serving in senior leadership roles at The Cigna Group and Prospero Health (preceding an acquisition by Optum), Machen has spent his career building and scaling care delivery models that improve patient outcomes while supporting clinicians and caregivers. He also previously served as Chief Operating Officer at ALSAC/St. Jude Children’s Research Hospital, helping lead a period of transformational growth and innovation. Machen’s experience leading complex organizations and modernizing healthcare operations positions him to help Matter Health continue scaling its home-based care model nationwide.

“Matter Health is solving one of the most important challenges in healthcare – how to bring compassionate, coordinated care directly to people who have historically faced barriers to access,” said Machen. “We are at an important moment where advances in technology are making it possible to deliver high-quality, home-based care more efficiently and at greater scale. I’m excited to join a team that is deeply committed to improving lives while building a model capable of delivering meaningful impact for the people and communities we serve.”

Sharon Herrick, General Counsel

Sharon Herrick joins Matter Health as General Counsel with extensive experience advising innovative healthcare organizations focused on transforming patient care. Prior to joining Matter Health, Herrick served as General Counsel at Inbound Health and previously held senior legal leadership roles at Inivata, NeoGenomics Laboratories, and Dana-Farber Cancer Institute, where she led major strategic transactions and advised leaders across the clinical enterprise. Her deep background in healthcare law, regulatory strategy, and complex healthcare partnerships will support Matter Health as it continues expanding its reach and care delivery capabilities.

“The model we are building at Matter Health has the potential to reshape how care is delivered to underserved populations,” said Herrick. “I’m honored to join an organization so deeply committed to improving access, strengthening communities, and delivering care in a way that truly meets people where they are.”

B.J. Vaughn, Chief Human Resources Officer

B.J. Vaughn joins Matter Health as Chief Human Resources Officer, bringing extensive leadership experience across healthcare and financial services in both publicly traded and private equity companies. Her career has included leadership roles at GE/Genworth Financial, Amerigroup, Elevance, Change Healthcare, and PANTHERx Rare Pharmacy, as well as founding her own consulting practice focused on helping organizations build thriving cultures and effective talent strategies. Vaughn’s expertise spans organizational effectiveness, leadership development, talent management, culture transformation, and change management – experience that will help Matter Health continue investing in its people and supporting its rapid growth.

“Matter Health’s mission immediately resonated with me because it combines purpose-driven work with an opportunity to build something truly transformative,” said Vaughn. “I’m excited to help strengthen a culture that supports both our teams and the communities we serve as the organization continues to grow.”
